992. Dept informed that Chinese troops attacked Thai troops near Mong Yawng; that Thai withdrew but fear to withdraw further lest arouse Jap suspicions; that Thai have requested SACSEA50 to ask for Chinese withdrawal; and that US authorities in China have been informed by OSS. Brit and ourselves urged Ruth51 not to precipitate [Page 123] Jap action against Thai Govt and to delay overt resistance until coordinated with SEAC52 plans.

Chinese attacks uncoordinated with SEAC plans might precipitate situation prematurely or else provoke Sino-Thai hostilities. Suggest you discuss with General Wedemeyer the situation, especially its political implications, and keep Dept informed.
