1061. From Wiley.22 I am informed President Lleras authorized Santamaria23 to continue present agreement temporarily in order to afford time to negotiate contracts for new missions.

Your 1387 Nov 19, 11 a.m.25 Am surprised that Tamayo still (requests that Army officer be Chief of Mission for both Army and Navy. You may recall at our last meeting I carefully explained to him that subject was highly controversial and that under present American legislation and procedure I feared that for some time to come such a request could not receive favorable action. Could you clarify this with Tamayo and have Military Attaché discuss subject with General Solano.24 [Wiley.]
