I. First Reading of the Paris Conference Recommendations on the Roumanian Peace Treaty51

The Council continued its discussion in first reading of the Paris Conference recommendations on the Roumanian Peace Treaty.

Annex IV.

Part B. Insurance.

It was agreed to refer this question to the Deputies with the same directives as in the case of the Italian Peace Treaty.

It was agreed, on proposal of the Chairman, that the Council observe two minutes silence in tribute to those who had made the supreme sacrifice in the two World Wars.

Part C. Shipping.

The Council agreed to refer this question to the Economic Experts to consider and prepare a definition of “shipping” applicable to both the Roumanian and Italian Treaties.

Part D. Petroleum.

Part D was referred to the Deputies to consider whether the provisions of Articles 4, 24, and 30 were sufficient to preclude discrimination in regard to United Nations property without specially mentioning the oil industry.

Annexes V and VI.

It was agreed that the same action should be taken on Annexes V and VI of the Roumanian Treaty as on the parallel Annexes in the Italian Treaty.

It was agreed that the same action be taken on these Annexes of the Bulgarian Treaty as was taken on corresponding annexes of the Italian Treaty.

Above text proposed by Page,53 accepted by Laloy.54 Unless objections received from U.K. or U.S.S.R. by Thursday night, text as above may be considered to be adopted by the Secretaries.

III. Questions on which no recommendation made by the Paris Conference.

Article I. Frontiers of Bulgaria.

Attention was drawn by the U.K. representative to a claim submitted by the Greek Government for rectifications of the Greco-Bulgarian frontier. (See doc. (CFM (46) (NY)2).)55

After an exchange of views the decision was deferred.
