At the 7th Meeting of the Austrian Treaty Commission, May 21, 1947, United States Representative Dodge made a statement expressing his regret over the inability of the Commission, after a week of meetings, to agree on the terms of reference for the Committee of Experts. Dodge explained his belief that the delay was due to the insistence of the Soviet Delegation that the scope of the Committee be limited to the finding of certain facts regarding oil properties in Austria alleged to be German assets.
