Quoted below is an extract from the Secretary’s notes at the Cabinet meeting today:

“President states that Argentine Government is endeavoring to have certain naval construction carried out in this country, for which they have the cash to pay. Admiral Flannagan,77 I understand, conveys this information. The President would like this question examined into—what the actual situation is, what our attitude should be.”

The Secretary requests that you submit coordinated Department views on this subject for the Secretary’s information and guidance.
