1536. Embtel 2062 Apr 3.40 Brit procrastination in confirming to Arg their avowed position respect air agreement is not satisfactory to US. Soonest possible Brit expression their intentions to revise bilateral [Page 240] in accordance Bermuda provisions41 Dept considers most desirable to provide Emb Buenos Aires much needed support in converting Arg thinking to non-restrictive type agreement. If Brit defer action until Montreal42 valuable time will be lost since no assurance effect of Brit representation to Arg delegation will be felt in Buenos Aires for some time thereafter, particularly if conference drags out. Direct approach to Arg Govt via Brit Emb preferable and at earliest opportunity.
