684. Brazilian Ambassador was informed today that on further consideration this Government would be glad to have Rio Conference on Maintenance of Peace and Security called for August 15 if this were agreeable to Brazil and the other American countries. The Ambassador was also advised that, while this Government will not insist on agreement on general principles of treaty as prerequisite to holding of meeting, it does feel that consultation through Governing Board of Pan American Union should in intervening time try to reach as wide an area of agreement as possible in keeping with Brazilian suggestion conveyed by Ambassador on June 20 (Deptel 659 June 2011). Consultation will be suggested at special meeting of Governing Board tomorrow but representative of this Government will not raise question of date since Brazil will presumably now extend consultations on this point and make announcement when concurrence of other countries received.

Brazilian Ambassador stated that in his Government’s opinion agenda for Conference has been approved by Governing Board PAU and consisted of only one point, the preparation of a treaty as called for in Act of Chapultepec. He added that his Government felt the agenda should not be expanded and that the only point connected with the agenda remaining to be resolved was the date of the Conference. He was informed that the Department fully shared these views.
