Sir: With reference to this Embassy’s telegrams nos. 374 and 376 of November 27 and 29, respectively,84 I have the honor to submit the following preliminary observations on the political situation following the departure for Mexico on November 29 of the deposed president, Dr. Leonardo Argüello, after a record asylum of six months and two days in the Mexican Embassy.

In line with the information previously made available to this office by the Mexican Embassy, Dr. Argüello’s departure had been authorized on November 27 by the Constituent Assembly on terms indicating [Page 879] that the Mexican Government had substantially yielded to General Somoza’s demand for guarantees that Dr. Argüello would not be allowed to take any part in political activities against the de facto regime.85
