The Chargé in Paraguay (Trueblood) to the Secretary of State
185. Brazilian Chargé informed me last night in strict confidence that Paraguayan Government had delivered to him the memorandum replying to Brazil’s offer of mediation, which was referred to in paragraph 3, Embtel 177, April 4, 4 p.m.21 Fabrino did not give me full details but said reply insists on unconditional surrender of rebels before conditions can be discussed, then outlines conditions and states Government’s intention proceed with elections, etc. Memorandum is being sent to Brazilian FonOff, which will presumably, in due course, inform the Department.
