209. Urtel 462 Aug 16, Buenos Aires 167, Rio 127. Authorized in your discretion join other powers in concerted informal protest to revolutionaries. Protest, however, should be based on danger to lives and, if agreed to, property of foreign nationals, rather than on humanitarian grounds in view general practices such as saturated bombing followed in last war, and should state action taken has no implication support for either side.

Filing of informal advice with revolutionaries would not in any manner constitute recognition of belligerency in absence of clear intention to so treat them. If you consider advisable, protest might be drafted to include disavowal of intention recognize belligerent status revolutionaries.

Since responsibility still remains in Paraguayan Government, as recognized government, to protect foreign lives and property, copy of protest should be furnished Parag Govt.
