Excellency; I have the honor to transmit herewith two copies of Statement LL–14 and supporting schedules16 reporting charges made against the Government of Uruguay during the period from April 1, 1947 to June 30, 1947, covering defense materials transferred in accordance with the terms of the Lend-Lease Agreement signed January 13, 194217 by representatives of the Republic of Uruguay and the United States of America.

It will be noted that charges reported for the period under reference have resulted in a net credit of $8,250.75 and that the total charges to June 30, 1947 aggregate $5,183,798.80.

The following statement summarizing the status of the Uruguayan lend-lease account as of December 31, 1947 is based upon records of this Department and the United States Treasury Department:

The figure representing net charges is based upon Statement LL–14 and should not be necessarily considered final due to possible unreported retroactive charges by the United States procurement agencies.

Accounts for vessels leased under the Charter Party Agreements are not included in the foregoing figures and the settlement of the account covering such vessels is being treated apart from normal lend-lease operations.

It is requested that this statement of account and also the enclosed statement and supporting schedules, be treated by your Government on a most confidential basis.
