My Dear Mr. Lovett: I refer to the message which I received from Secretary Marshall on April 13 (Niact, Martel 46, April 121).
Will you please inform Secretary Marshall that the National Advisory Council, at a special meeting on April 13, approved the granting of a $10 million emergency reconstruction loan by the Export-Import Bank to finance U.S. equipment and materials to repair the recent destruction in Colombia.2
