321. Foreign Office, tells us that Netherlands will not take exception to Republic acceptance attend preliminary conference, “despite unsatisfactory Republic reply, circumscribed as it is by condition” Official said that Netherlands had accepted conference unconditionally but that it did not wish to split hairs over Republic attitude. We remarked that Cochran had received assurances from Republic leaders that Republic would be willing go beyond discussions Jogja but latter must be given priority (Gocus 649, April 2).
Van Royen leaves Hague for Batavia April 9.
