Suggestion made in ConGentel 4294 of October 12 that Department might wish to take action to avoid incident in connection with Flying Trader (reDeptel 2135, October 20, 7 p. m.) was entirely ConGen’s idea. Neither Pattison, Isbrandtsen agent, or skipper Flying Trader had any knowledge this message before or after it was sent.
