The Consul General at Taipei (Macdonald) to the Secretary of State

768. Deptel 512, December 219 received last night. Due urgency situation message delivered by me direct to Admiral Kwei at 2 p. m. today instead of to Governor Chen. Admiral Kwei assured me that orders would be telegraphed immediately to appropriate naval authorities Shanghai area to allow Sir John Franklin safe passage out of Shanghai waters.

On morning December 2 accompanied by Assistant Naval Attaché Gabbert20 I delivered message contained in Deptel 499, November 3021 at which time Kwei expressed regret for incident and assured us that US vessels would be allowed proceed Shanghai safely at any time we wish to take supplies to our personnel or evacuate US Government officials.
