Editorial Note

On March 22, the Government of the Federal Republic of Germany released to the press the text of a declaration which noted with satisfaction McCloy’s February 28 proposal for all-German elections and which listed the procedures it deemed necessary for the election of a National Assembly whose task would be the drafting of a constitution for Germany.
