22. Urtel 28, Aug 1. Dept believes such proposals as Israel–Jordan high level military talks or inclusion political reps on MAC do not conflict with PCC efforts achieve overall settlement. On contrary Dept believes that they are complementary. Dept fears present border frictions may prejudice chances PCC success in bringing parties together [Page 965] and believes implementation these proposals will tend create atmosphere more conducive successful negotiations. Dept agrees, however, that appearance pressing proposals upon parties might have unfavorable results, and believes gradual development should be permitted.
