The Ambassador in Pakistan (Warren) to the Secretary of State
654. In my conversation with Zafrulla this morning he confirmed that Mohammed Ali has urged on UK and will urge on US the Pakistan viewpoint that the SC take more positive action on Kashmir issue than had previously been contemplated. Reference London’s 8992 January 18 to the Department. Zafrulla added that inasmuch as Mohammed Ali represents the PM’s conscience and the PM relies strongly on his judgement he hoped that Department officers in Washington will keep this in mind when discussing the Kashmir problem with him in the early days of the coming week before Zafrulla arrives in New York. He added it is a most important consideration to bear in mind at this time.
