874. Took occasion this morning express view Graham as suggested last para Deptel 524 Sept 6. He replied he had given matter careful consideration. Fact was however he had already recd informally from both govts replies to points and suggestions contained in document to be presented to them today. He did not believe therefore it wld serve any useful purpose him stay on merely in order receive formal document setting forth what had already been given him informally. He convinced time has come for him leave SOA and is therefore going on with plans set forth Embtel 871 Sept 6.
