Sen. George released text of proposed substitute1 for Bricker—Persons in with Pres. when I brought in ticker—Pres. likes George proposals, but State Dept.—particularly “Beedle”2 opposed to section on executive agreements—our boys on Hill really getting things fouled up—Ferguson so anxious not to have a fight he’ll buy almost everything—Adams killed proposal to have Knowland bring Bricker down for conference!—if we fight, let’s get on with it and stop kidding.

  1. The substitute amendment which Senator George proposed on Jan. 27 reads as follows: “Section 1. A provision of a treaty or other international agreement which conflicts with this Constitution shall not be of any force or effect. Section 2. An international agreement other than a treaty shall become effective as internal law in the United States only by an act of the Congress.”
