Re: GA Presidency (urtel 2 to Manila and Dulte 26): We of course want Wan elected and feel that anything which you can discreetly accomplish toward this end within limitations imposed by Secretary in Dulte 26 September 8 and by our undertakings to Thai and Dutch (Deptel 68 to USUN) will be helpful. You will of course fully appreciate importance of avoiding any action which could be regarded as violative of those undertakings.
