562. Foreign Secretary requested me call at Foreign Office, said wished keep United States Government entirely “in the picture” with [Page 1426] respect Pakistan’s policy toward Afghanistan. Foreign Secretary stated GOP still re-assessing policy, had not given up hope improving relations (although risking charges of adopting “soft” attitude) and that Prime Minister would confer with Afghan Foreign Minister when latter returns from United States and Europe.

GOP apprehensive over Russian influence Afghanistan and had impression Afghans think United States would pressure GOP make concessions Afghans. Foreign Secretary suggested would be grateful reactions United States Government Afghan question.

Re Embassy’s despatch 190, October 7,2 Embassy would appreciate any guidance which Department might desire give.
