On November 18, General Williams forwarded to Admiral Stump a 15-page summary of MAAG and TERM activities for the period from November 1955 to November 1956. Copies went also to Ambassador Reinhardt and General Maxwell D. Taylor, Chief of Staff, United States Army. (Center of Military History, Williams Papers, Official Correspondence 1956 (8)) A “Terms of Reference for the U.S. Military Assistance Advisory Group to Vietnam”, prepared in the MAAG and dated November 15, describes the organization and the assigned duties of the MAAG.
