297. Editorial Note

In telegram 2094, from Moscow, February 25, 1963, Ambassador Kohler reported that he had carried out the instructions in telegram 1771 from the Department of State, February 21, to inform Soviet Foreign Minister Gromyko of U.S. readiness to resume “bilateral exploratory talks on Berlin and Germany to see whether basis for fruitful negotiations exists.” For text of both telegrams, see Foreign Relations, 1961–1963, volume XV, pages 489490 and 492493.
