The Minister in Costa Rica (Hornibrook) to the Secretary of State

Sir: I have the honor to refer to the Department’s circular telegram of June 13, 8 p.m., concerning the possible adoption by the American Republics of a uniform policy with regard to the exclusion of belligerent submarines from the ports and territorial waters of these republics, and to inform the Department that this matter was brought to the attention of the Minister of Foreign Affairs on June 14. [Page 785] After subsequently pressing several times for a reply, the Minister informed the Legation in a note dated July 1 that the matter had been referred to the Ministry of Public Security for consideration. Nothing further on the subject has been heard from the Foreign Office since that time.
