Rabb, Secretary to the Cabinet, wrote on November 15 that “we have just learned this morning that Mr. Hoover will be going to the United Nations to make a speech at 11:15 tomorrow morning, and therefore, neither he nor Mr. Lodge will be able to attend the Cabinet meeting.” (Eisenhower Library, Whitman File, Cabinet Papers) Regarding the Washington meeting, see Document 38.
