Your 725 shows that promised protection was not given to American citizens at Cæsarea until danger was virtually over. Represent this strongly, and ask signal rebuke of delinquent officer and peremptory orders for instant protection in any threatened quarter at the first sign of disturbance. The assurances of the Porte must be supported in fact in order to satisfy this Government.
