The Embassy of Mexico respectfully begs the Department of State to be pleased to use its good offices toward obtaining permission for Gen. Don Gonzalo Luque to bring provisions and fodder to Ojinaga, Chihuahua; for if he does not obtain them from American territory, his command will be deprived of means indispensable for continuing its military operations.
