Excellency: I have the honor to acknowledge the receipt of your note of the 19th instant, communicating to the Department a request of your Government that measures be taken to prevent Ricardo Flores Magón and others from enlisting men near the international boundary line for the invasion of Lower California.

Your Government’s request has been communicated to the Secretary of War and the Attorney General for appropriate action.
