The American Ambassador to the Secretary of State.

[Telegram—Paraphrase.]

At 3.30 o’clock, of May 25, 1911, the President and Vice President resigned and Provisional President de la Barra issued a proclamation to the Mexican people. President Diaz left for Vera Cruz at 4.15 o’clock on the-morning of May 26 on an armed train; he will sail for Europe. Nearly all the Científicos have left or are now leaving the country. Everything was quiet in the city. In the Chamber of Deputies, where Mr. de la Barra took the oath of office in the presence of the diplomatic corps, perfect order was maintained.

Wilson.
