My Dear Mr. Secretary: I fear it was a little stupid in me not to perceive the real character of this memorandum.17 Thank you for correcting me.

The argument and the position seem to me all right, and I hope that you will prepare our note in reply to the British along these lines. I shall be interested to go over it with you when you shall have completed it.
