President Wilson to the Secretary of State

My Dear Mr. Secretary: I have just been going over the papers I brought down with me from Shadow Lawn, and come across these.18 I fear I have kept them too long. I will be glad to discuss this and other kindred matters with you when we have seen just what the several belligerents are willing to do about discussing terms of peace.

Faithfully Yours,

W. W.
