Consul Silliman, from Teoloyucan, August 13, asks me to telegraph following:

To the Brazilian Minister solely is due the preparation of the document which was signed this afternoon terminating the civil war in Mexico.

It is also proper for the Department to know how great a source of help and strength the Brazilian Minister has been to our Consuls in Mexico.
