Panama, September 19, 1914.
Supreme Court of Panama in the Fourth of July cases revokes decree of criminal court reported by telegram of May 16th, but instead of ordering prosecutions begun against somebody adjudges that the depositions of police regulations on file are too vague and that Supreme Court itself shall reopen a full inquiry having appointed one of the members to hold same and to report to the court.
The most favorable outcome could only result in ordering prosecution begun by lower court. I have been asked by Supreme Court judge if we would present again for personal examination such of our witnesses as he might want later.
