Sir: I have the honor to transmit herewith, in duplicate, copies1 with translation of a “Resolution “issued by the Political and Administrative Bureau of the Federal District, which requires that foreigners desiring entrance to Venezuela must present “certificates of good conduct” and “documents attesting their personal status.”

This decree, issued by order of the Acting President, is designed to prevent the entry of the hordes of active Venezuelan revolutionists known to be in Trinidad, Curacao, Colombia, etc., but it can be and is being invoked at will at the various ports and especially along the Colombian frontier.

Sir Frederic D. Harford, British Minister to Venezuela, has formally notified the Venezuelan Government that his Government can not recognize the edict as applying to subjects of Great Britain. While there has been no complaint filed with this Legation by subjects of the United States, I would respectfully request instructions.
