Mr. Secretary of State: I have the honor of transmitting herewith a copy of the autograph letter of His Excellency the President of the Nation, Doctor Victorino de la Plaza, directed to His Excellency President Wilson, on the occasion of his assumption of the Executive Power upon the death of Doctor Roque Saenz Peña.

At the same time I transmit to you the said autograph letter and beg you to cause it to reach its high destination. Accept [etc.]

The President of Argentina to President Wilson.

Great and Good Friend: Doctor Roque Saenz Peña, President of the Nation, having died on the 9th instant, I have the honor to communicate to Your Excellency that in accordance with the constitutional provision I assumed, on the same date, the Executive Power of the Nation for the rest of the present presidential term, ending the 12th of October, 1916.

On fulfilling this duty it is very gratifying to me to say to Your Excellency that all the powers of my Government will be directed toward cultivating and making closer the frank and cordial relations that happily exist between the Argentine Republic and the Republic of the United States of America. … I avail myself of this occasion to express my sincere desire for the prosperity of the United States of America and for the personal happiness of Your Excellency.
