Minister Sullivan to the Secretary of State.

Government reports that revolution is practically broken outside of Puerto Plata and is reduced to several detached bands of guerillas. Dominican Government claims that Vidal has been secretly assisting revolutionists but that he is reduced so as no longer to be a dangerous factor. Government repulsed revolutionists at San Cristobal and Seibo today and claims to have possession of following provinces: Barahona, Santo Domingo, San Pedro de Macorís, Seibo, Samana, San Francisco de Macorís, Santiago, La Vega. Dominican Government disinclined to treat with Arias or to consider any payment to revolutionists, claiming that such action would be an inducement for future uprising and making advice given by you [?]. The Government has under advisement my suggestion for a settlement that will avoid further bloodshed. The Minister for Foreign Affairs answers proposals for mediation by pointing out danger of failing to make this present insurrection barren of any advantage or profit to revolutionists, claiming that if this revolution fails, it is unlikely there will be another uprising in years. On the other hand, Dominican Government will entertain suggestions tending to protect the liberty of elections. The Minister for Foreign Affairs says that the President Bordas administration is anxious to prove its loyalty to constitutional government but cannot do so by a policy of weakness in dealing with those who would establish themselves in power by the old method of force.
