Minister Sullivan to the Secretary of State.

In answer to my inquiry Dominican Government states that elections are complete in five provinces. In four provinces primary [Page 242] elections are complete but not secondary. No elections in three provinces. Government admits probability of postponement in elections of the President and convening Congress. Dominican Government asserts that supplementary elections will bring proceedings into conformity with constitutional rights. Opposition maintains that Government loses mandate after July 1st. Foreign representatives asking what attitude American Government will take. Please instruct. No immediate probability of Government losing de facto power.
