Saw Vidal this morning. He expressed eagerness to attack but succeeded in securing truce till tomorrow. Vidal expressed willingness to receive good offices of the United States for ad interim President and promised obey genuinely elected candidate. This afternoon [Page 246] Government agreed to request me transmit message to Bordas signed Grullon in accordance with his colleagues:

We desire to know your opinion on the possibility of a general agreement with revolutionary leaders looking towards suitable conditions to require peace to Republic.

Commander of Castine transmitted message this evening requesting that Bordas be informed perilous condition of affairs here and urging him to ask good offices American Government towards solution. Tomorrow will make arrangements Vidal looking towards permanent truce. Situation looks better but consider it highly important American Government should be party to solution so as to secure necessary reforms otherwise military element with its allies, the various financiers, will continue to oppress plain people.
