I have the honor to acknowledge the receipt of your note of December 17, stating that in your conference with the Counselor of the Department on the same day, it was agreed that in the case of the Chinese, Goo Kwai, who entered Ecuador in violation of the regulations which exclude Chinese from its territory, the laws of Ecuador must be obeyed, but that he would nevertheless be granted the favor of remaining in that country until the last day of this month, to visit his friends. You add that you have advised your Government of this agreement, and ask the Department to inform the American Minister at Quito of it.

In reply I beg to say that on December 28 the Minister at Quito was informed by telegraph of the agreement reached.
