Before receiving your telegram, arrangements had been made with Brazil for Brazilian Legation at Mexico City to take over records, archives and property of the American Embassy. You will act accordingly. Wherever there is a Brazilian Consul, our Consulate will be turned over to him upon the withdrawal of the American Consul. We are arranging to have the Consul of France take charge where there is no Brazilian Consul. Notice will be sent to consulates direct.
