The Minister in China (Johnson) to the Secretary of State

1061. Minister Johnson reports from Nanking as follows:

He is informed by the Legation of its receipt of telegrams from the Military Attaché, presently at Chinchow, which express the hope he will soon be recalled as he does not see any advantage in staying [Page 654] longer. The Minister is directing the Legation to instruct the Military Attaché to stay at Chinchow until he receives further instructions. The Minister feels the situation in the Chinchow region has not cleared up yet and the mere presence there of foreign observers acts as a brake upon Japanese activities. The Minister hopes therefore that the Department will approve his keeping observers for the time being in Chinchow.
