294. From Hugh Wilson. Henderson has confirmed to me approximately what I reported recently from Geneva after conversation with Aghnides. He contemplates calling a Bureau meeting for September 16th probably followed by a General Commission meeting 10 days later.

Henderson explained that the negotiations appeared to be taking a turn which for good or evil is not in accordance with Conference procedure. He can no longer assume the responsibility of allowing the Conference to lapse through inanition. He feels he must share that responsibility with the Bureau. Unless at the Bureau meeting there are indications of a speedy resumption of work Henderson will urge the Bureau to adopt a resolution to lay before the General Commission the question of the future of the Conference.
