16. For Blake. You are requested to visit Madrid immediately to participate in the discussions between Ambassador Bowers and the Spanish Foreign Office regarding (1) the situation of the United States in the Spanish Zone as reported in your 944 of June 1;92 (2) the situation resulting from the breaking down of the modus vivendi in the Spanish Zone as reported in your 909 of January 2692 and the question of settlement of outstanding American claims in exchange for recognition of the Spanish protectorate; (3) the Spanish attitude with respect to the French proposals for a modification of the customs regime and presentation of the viewpoint of this Government upon the subject as heretofore outlined in telegrams addressed to you.
Please report by cable date of your arrival in Madrid.
