3. Your despatch 1019, February 6. Department appreciates receiving your observations on formula for recognition of Spanish Zone [Page 1014] and satisfactory clarification of certain point regarding the claims, and assumes that basic negotiations looking to possible agreement on points (1), (2) and (3) of formula in your 6, January 14, 3 p.m., are being pursued between American Embassy at Madrid and Spanish Foreign Ministry. Department understands further that subsequent to the agreement as outlined above you will begin conversations with Spanish High Commissioner regarding the Kettani claim, and also point (4) of your formula, according to the exigencies of the situation.
The Department has reiterated to the Embassy its desire to have the claims settled without any conditions other than that the United States shall formally recognize the Spanish Protectorate.
