My No. 11, March 4, 11 a.m. Collection of laws and decrees of April 1st contains regulation of National Bank concerning certain changes in the Czechoslovak-German Clearing Arrangement provide for reichsmark payments on transit goods through Germany at the following rates: cotton 2½%; other merchandise 1 to 4%. Please see Commercial Attaché’s special reports numbers 140, 142 and 147.41
