Am informed that Ryder, American representative on League of Nations Committee on Clearing, had official conversations with Italian Government on tariffs and related questions and stated before leaving Rome he would arrive in London early May to open official negotiations here. I have had very discreet official inquiry here as to his authorizations and should appreciate information to enable me to reply.
