Washington, February 25, 1935.
Forthomme impressed upon me today importance of signing Belgian agreement before executive authority to sign expires on February 28th. After this date powers revert to Parliament. He fears debates in Parliament and unfavorable reaction resulting possibly in defeat of agreement owing to terms as modified and slight concessions to Belgium.
Shall call you on telephone 10 o’clock tomorrow. Have today sent text of agreement to President.
