Memorandum by the Under Secretary of State (Welles)

The British Ambassador called to see me this morning. He gave me first of all a secret memorandum1 which his Government had asked him to transmit to us which memorandum covers the essential portions of the statements made by Lord Halifax to the French Prime Minister and the French Foreign Minister upon the occasion of the visit of the last two to London a week ago. I thanked the Ambassador for the confidential information so conveyed which I assured him would be of very great interest to us here.
