Memorandum of Conversation, by the Adviser on Political Relations (Hornbeck)

The Netherlands Minister46 called on me at his request. He said that he had word from his Government that his Government was greatly concerned over the Portuguese-Japanese negotiations for the establishment by Japan of an air line running into Portuguese Timor; that if this line were established, the Japanese would be able to fly, en route, over Netherlands East Indies fortified areas; that neither Dutch nor British influence could be effective with the Portuguese; and that he wondered whether the United States could not do something in the matter.
