Memorandum of Conversation, by the Adviser on Political Relations (Hornbeck)

The Netherlands Minister⁴⁶ called on me at his request. He said that he had word from his Government that his Government was greatly concerned over the Portuguese-Japanese negotiations for the establishment by Japan of an air line running into Portuguese Timor; that if this line were established, the Japanese would be able to fly, en route, over Netherlands East Indies fortified areas; that neither Dutch nor British influence could be effective with the Portuguese; and that he wondered whether the United States could not do something in the matter.
